Support resubmissions for Turnitin

Initially, resubmissions weren't sent to Turnitin as it wasn't possible to mark the previous answers as submitted by the learner which would erroneously mark it as similar. This update means that all future resubmissions will be sent to Turnitin to generate the report.

Due to how Turnitin scans the content, the submission that we send to Turnitin includes both previous answers that were marked as a pass and the resubmitted answers attached to the resubmission. This is required because Turnitin requires a certain amount of content for it to do any scanning.

EQUAL Feedback Tool Updates

As mentioned in previous releases, Engineering are undertaking a project to improve the ability of assessors to mark submissions. This release continues releasing these pieces of work behind feature flags.
